New Energy Policy Group Submits Recommendations to State as West Virginia Updates Energy Plan

CHARLESTON — A newly formed energy research organization, the Seneca Center for Energy and Critical Minerals Policy, has formally entered West Virginia’s energy policy arena, submitting a set of policy considerations to the West Virginia Office of Energy as the state begins work on its next comprehensive energy plan.

The submission was filed as part of the Office of Energy’s public comment process and is intended to inform the development of a long-range plan addressing electricity generation, fuel supply, grid reliability, and economic development.

According to the Center, its recommendations are grounded in reliability, affordability, and energy security, with a focus on the practical constraints facing both the electric grid and energy-producing states. The Center further states that the framework outlined in its submission is not unique to West Virginia and should serve as a model for energy plans adopted by other states and by Congress at the federal level.

Focus on Reliability and Grid Stress

In its submission, the Seneca Center highlights growing reliability challenges facing regional and national power systems, including rising electricity demand, tightening reserve margins, and the accelerated retirement of dispatchable generation resources.

The Center urges state policymakers to place reliability at the center of the energy planning process, noting that intermittent generation sources alone cannot meet peak demand or provide system stability during extreme weather events.

The submission emphasizes the continued importance of dispatchable resources such as coal and natural gas, particularly in states like West Virginia that already possess existing generation assets, fuel supply chains, and skilled workforces.

Coal’s Role in the State Energy Mix

The Seneca Center’s filing describes coal as a strategic asset for West Virginia, citing its role in baseload generation, grid resilience, and economic stability in energy-producing regions.

The Center cautions against policies that would accelerate coal plant retirements without ensuring equivalent replacement capacity, warning that such actions could expose ratepayers to higher costs and increased reliability risks.

In addition to electricity generation, the submission notes emerging opportunities related to coal and coal byproducts, including research into domestic sources of rare earth elements and other critical minerals used in advanced manufacturing and energy technologies.

Market and Infrastructure Considerations

The recommendations also address the importance of market dynamics and infrastructure constraints, particularly West Virginia’s participation in regional transmission organizations and capacity markets.

According to the submission, energy planning should account for fuel assurance, transmission limitations, and long-term maintenance of existing assets, rather than relying solely on modeling assumptions or federal policy targets.

The Center states that energy policy decisions made at the state level should reflect local conditions and economic realities, but also argues that the same reliability-based principles should guide federal energy legislation and oversight.

Economic Development and Workforce Impacts

The Seneca Center links energy policy directly to economic development, stating that reliable and affordable power is a prerequisite for attracting manufacturing, industrial facilities, and data-intensive operations.

The submission also highlights workforce considerations, emphasizing the value of maintaining energy-sector jobs and preserving institutional expertise in mining, power generation, and related industries.

A New Entrant in the Policy Landscape

Founded in West Virginia, the Seneca Center describes itself as an independent research and policy organization focused on energy reliability, grid security, and the responsible development of domestic energy and mineral resources.

Center officials say they believe the principles outlined in the submission should form the core of energy planning not only in West Virginia, but across energy-producing and energy-consuming states, as well as in future congressional energy legislation.

The Office of Energy is expected to review public submissions over the coming months as it develops the draft state energy plan. A timeline for release of the draft has not yet been announced.

The Seneca Center’s filing ensures that a reliability-centered, system-wide approach to energy policy will be part of the official record as West Virginia—and potentially other states—consider how to meet growing power demand while maintaining grid stability.
