Hardy County Public Service District representatives recently attended the 40th anniversary of the West Virginia Rural Water Association’s annual conference at Oglebay Resort in Wheeling, West Virginia where Hardy County PSD General Manager, Logan Moyers, was named the 2025 WV Utility System Manager of the Year.
The honor was awarded on Tuesday, August 19, 2025, during the conference’s Awards of Excellence banquet.
The West Virginia Rural Water Association is comprised of over 550 member systems representing water and wastewater systems in communities across the state. An awards committee, comprised of board members from all regions of West Virginia, evaluates candidates using a rigorous criteria, before selecting a recipient of the award each year. This is the first time an employee of Hardy County PSD has received an award from the WVRWA.
The Hardy County PSD Board of Directors recognized Moyers’ accomplishment at their board meeting on September 3, 2025. Moyers shared his gratitude for the recognition and emphasized it was a collective effort that led to the achievement. “I’m honored to be recognized, however this is truly a testament to the hard work and commitment of our entire staff at Hardy County PSD. We have an exceptional group of employees who work as a team to ensure that PSD customers receive the high level of service they’ve come to expect, and we take a great deal of pride in that.”
Hardy County PSD has served the Hardy County community for over 40 years, with Moyers having served as its General Manager for the past 19 years, after accepting the position in 2006 at the age of 25.
