Even when the Legislature is not in regular session, the work does not stop. The months between sessions are when many of the best ideas take shape — through conversations at the grocery store, county meetings, community events, ball fields, and calls from people who have run into a government rule that simply does not make sense.
That is the purpose of this new monthly column. “From the Senate Floor to Your Front Door” will give residents of the 14th Senatorial District a straightforward update on what I am hearing, what I am working on, and how decisions in Charleston affect our communities at home.
Across Grant, Hardy, Mineral, Preston, Taylor, and Tucker counties, I hear the same priorities: accountable government, wise spending, protected freedoms, support for families and first responders, and a commitment that rural West Virginia will not be forgotten.
Putting classrooms and rural schools first Education will remain a major focus. West Virginia spends significantly on public education, yet teachers, parents, and county leaders still tell us too little reaches the classroom. Enrollment changes, long bus routes, aging buildings, and special-needs services place different pressures on different counties.
I am working on reforms to the school-aid formula that better recognize those realities while putting more emphasis on students and classroom needs. Special education funding should reflect the actual level of services a child requires, and rural counties should not be punished simply because their students live farther apart.
I also intend to shift our school construction system toward maintenance. Too often, a roof, heating system, or structural problem is allowed to grow until taxpayers are told the only answer is a much more expensive replacement. Fixing schools before they fail is both conservative budgeting and common sense.
Backing public safety and local taxpayers County budgets are being squeezed by regional jail costs. The state requires counties to use the regional jail system, but rising bills crowd out funding for sheriff’s departments, volunteer fire departments, ambulance services, and other essential needs. I am developing a phased proposal for the state to take greater responsibility, with safeguards so local savings strengthen first responders.
School bus safety remains unfinished business as well.
My school bus safety legislation passed the Legislature in 2026 but was vetoed over technical concerns that can be corrected. The goal has not changed: drivers who illegally pass stopped school buses and endanger children must face meaningful consequences. I plan to bring a corrected bill back.
Connecting and growing the 14th District Reliable infrastructure is essential to opportunity.
Corridor H remains one of the most important transportation projects for our region, and reliable cellular coverage is no longer a luxury. It affects emergency response, schools, businesses, tourism, and family life.
This year, my legislation allowing county commissions to make responsible use of county-owned wireless towers became law. It gives counties another tool to support public safety and connectivity while requiring security and due diligence.
I am also looking at ways to expand outdoor recreation and backroads tourism without weakening private-property rights or burdening local residents. Our mountains, trails, lakes, and small towns are tremendous assets. We should welcome responsible visitors, support local businesses, and protect the communities that make those places special.
A government that listens Not every good idea starts at the Capitol – and most do not. Many bills I have introduced began with one person explaining a problem government had overlooked. Some issues can be handled with a call to an agency; others reveal a gap in the law. Either way, constituent service is one of the most important parts of representing you.
