Governor Morrisey Signs $230 Million Worth of Tax Cuts

CHARLESTON, W.Va. – Governor Patrick Morrisey today signed legislation to deliver a five percent across-the-board personal income tax cut for every West Virginia taxpayer. The move comes as West Virginia experiences an unprecedented wave of economic momentum, with recent statewide investment announcements of a record-breaking $14.3 billion.

“West Virginians sent us to tackle real problems and deliver real results,” said Governor Morrisey. “By securing this five percent income tax cut, we are returning money to the people who earned it and ensuring our state remains the most competitive place in the region to live, work, and raise a family.”

In addition to the five percent income tax cut, the Governor earlier signed legislation to align West Virginia’s tax code with the permanent provisions of the Trump Tax Cuts. Often referred to as the Working Families Tax Cut, it ensures that state residents and businesses receive the full benefit of federal relief measures, including enhancements to the Child and Dependent Care Credit, increased limits for childcare flexible spending accounts, restoration of full bonus depreciation, and expanded credit for domestic research and experimental investments.

Together, the bills provide for over $230 million in annual tax relief, made possible through the fiscally responsible policies of the Morrisey administration.

“This session, we made meaningful progress reducing taxes, strengthening our workforce, and advancing policies that position our state for long-term growth,” said Governor Morrisey.

The tax changes signed today take effect for the 2026 tax year.
