ADVERTISEMENT FOR BIDS

TOWN OF WARDENSVILLE

SOLAR IMPROVEMENT PROJECT

Town of Wardensville (Owner) is requesting Bids for a West Virginia licensed Contractor to provide a turnkey solar energy project for the Town’s Wastewater Treatment Plant and Community Center (Project).  This work shall include engineering, upgrading of electrical systems, if necessary, the equipment and materials, and installation of solar panels. It shall be thoroughly understood that a failure to mention specifically any work which would naturally be required to complete the project shall not relieve the Contractor of his responsibility to perform the work.

Bids for the Project will be received at the Wardensville Town Hall located at 25 Warrior Way, Box 7, Wardensville, WV  26851 until Tuesday, November 17, 2026 at 1:00 p.m. local time.  At that time the Bids received will be “publicly” opened and read.   A mandatory pre-bid conference for the Project will be held on Monday, October 26, 2026 at 1:00 p.m. at the Wardensville Community / Visitors Center, 301 E. Main Street, Wardensville, WV  26851. Attendance at the pre-bid conference is mandatory.  Visits to each of the two (2) sites will follow the pre-bid meeting.

This Project is being funded in part by the U.S. Department of Energy and is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-580, §§ 70901-70953.  Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States.

Bidders on this work will also be required to comply with the President’s Executive Order No. 11246, which prohibit discrimination in employment regarding race, creed, color, sex, or national origin.

Bidders must also comply with Title VI of the Civil Rights Act of 1964, the Anti‑Kickback Act and the Contract Work Hours Standards Act.

Bid Requirements:

As part of the Bid, the Contractor should include the following:

  • The Bid should display clearly and accurately the capability, knowledge, experience and capacity of the Contractor to meet the requirements of this Bid
  • Provide information showing a previous history working with similar work
  • Certifications authorizing the Contractor to perform such work
  • Physical Proximity to Owner for emergency services
  • 5% Bid bonds
  • West Virginia Contractors License
  • Hourly labor rates shall be in accordance with the Davis Bacon Act (prevailing wages)
  • Total Cost for the project – Itemized by cost of equipment and installation/labor cost
  • Savings Analysis
  • System Size, Array Size, Annual Production, & Annual Usage of electricity of the property
  • Project Schedule
  • Comprehensive General Liability

ALL BIDS MUST BE SCALABLE BASED ON BUDGETARY REQUIREMENTS.

The Contractor shall provide an all-inclusive price for construction of the complete system as described in this RFP. The only cost increases that will be approved and paid by the Owner are those which may be requested by the Owner by written Change Order.  All other cost overruns shall be borne by the Contractor.

Any damage to the roof of the Community Center shall be the responsibility of the Contractor installing the solar panels and must provide a ten (10) year warranty against roof damage caused by the panels.

The Town of Wardensville reserves the right to waive any informality in the Bid and to reject any or all Bids.
