Activity:
To operate and maintain a 4.1 MGD sewage collection and wastewater treatment system and best management practices. The facility is designed to serve approximately 11,300 persons in the Town of Moorefield, Caledonia Heights, and surrounding areas and discharge treated wastewater via Outlet 001 into the South Branch of the Potomac River near mile point 54.3.
To accept and treat non-domestic wastewater from the Pilgrim’s Pride Corporation (Cook and Kill Plants), Tucker County Solid Waste Authority, M&M Transportation, and Hardy County PSD.
To incorporate the requirements relative to Title 33, Series 2 of the West Virginia Legislative Rules for the processing and disposal of sewage sludge generated by the wastewater treatment facility. To incorporate requirements relative to 40 CFR 503 of the Federal regulations for the composting of sewage sludge. Sewage sludge generated and/or processed at the permittee’s facility may also be disposed of at a sanitary landfill by placing the sewage sludge in the landfill cell. Sewage sludge generated and/or processed at the permittee’s facility may also be land applied, provided that the sewage sludge shall not be applied in a manner that exceeds the agronomic or lifetime loading rates. These land application site(s) meet all other regulatory standards and are identified as follows: Daniel Taylor, Old Fields, WV; Robert M. Moran, River Road, Fisher, WV; Charles Halterman, Old Fields, WV; Charles Halterman, Williamsport, WV; David McGee, Burlington, WV; David McGee, Russeldale, WV; Travis Hinkle, River Road, Fisher, WV; Bent River Farms, LLC/Ash Crites; H. D. Coppe, Moorefield Corporation; Kenny High, Purgitsville, WV.
An antidegradation review has been conducted and Tier 2 and Tier 1 protection are afforded for the uses specified in 47 CSR 2 for the discharge from Outlet 001.

On the basis of review of the application, the “Water Pollution Control Act (Chapter 22, Article 11-8(a)),” and the “West Virginia Legislative Rules,” the State of West Virginia will act on the above application.
Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice. Such comments or requests should be addressed to:

The public comment period begins August 05, 2026 and ends September 04, 2026.
Comments received within this period will be considered prior to acting on the permit application. Correspondence should include the name, address and the telephone number of the writer and a concise statement of the nature of the issues raised. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit(s). Interested persons may contact the public information office to obtain further information.
