Request for Proposals
The Hardy County Board of Education is soliciting proposals from qualified vendors for the following instructional technology services for use throughout Hardy County Schools.
RFP No. 2026-IT01
Virtual School Platform
The Hardy County Board of Education is seeking proposals for a comprehensive K-12 virtual learning platform that provides a complete online instructional solution. The platform shall include, at a minimum:
- Standards-aligned digital curriculum for grades K-12.
- Self-paced and teacher-supported instructional options.
- Course catalog including core academic subjects, electives, Advanced Placement (AP), credit recovery, intervention, and career readiness courses.
- Student progress monitoring and reporting tools.
- Assessment and testing capabilities.
- Parent and guardian access.
- Teacher management tools and gradebook functionality.
- Accessibility features meeting applicable federal requirements.
- Integration capabilities with district systems.
- Secure cloud-based hosting and data privacy protections.
- Professional development and technical support.
Solutions with functionality substantially equivalent to leading virtual school platforms will be considered.
RFP No. 2026-IT02
Learning Management System (LMS)
The Hardy County Board of Education is seeking proposals for a districtwide Learning Management System serving grades PreK-12.
The proposed solution shall include, at a minimum:
- Course creation and management.
- Assignment distribution and grading.
- Standards-based assessment tools.
- Digital content management.
- Student, teacher, parent, and administrator portals.
- Calendar and messaging features.
- Mobile device compatibility.
- Single Sign-On (SSO) support.
- Integration with common educational applications.
- Required integration with the West Virginia Education Information System (WVEIS) for roster synchronization and grade passback.
- Secure cloud-based hosting.
- Training, implementation, and ongoing technical support.
Solutions with functionality substantially equivalent to leading K-12 learning management systems will be considered.
RFP No. 2026-IT03
School and District Communication Platform
The Hardy County Board of Education is seeking proposals for a comprehensive school communication platform.
The proposed solution shall include, at a minimum:
- District and school website content management.
- Mobile application for iOS and Android devices.
- Emergency notification capabilities.
- Mass communication through voice, SMS, email, and push notifications.
- Social media integration and publishing tools.
- Staff directory management.
- News and event management.
- Translation and accessibility features.
- Parent communication tools.
- Analytics and reporting.
- Secure cloud-based hosting.
- Implementation, migration assistance, training, and ongoing technical support.
Solutions with functionality substantially equivalent to leading K-12 communication platforms will be considered.

Proposals must be clearly marked with the applicable RFP number and title and delivered no later than 10am on July 17th, to:

Proposals will be publicly opened and read at 10am on July 17th, 2026.
The Hardy County Board of Education reserves the right to reject any or all proposals, waive informalities or irregularities in proposals received, and accept the proposal determined to be in the best interest of the Board in accordance with West Virginia purchasing laws and Board policy.
