Activity:
To operate and maintain an existing combined wastewater collection system. The facilities are to serve a population equivalent of approximately 2,600 persons in the Town of Moorefield, and environs, and convey wastewater to the Moorefield-Hardy County Wastewater Authority’s wastewater treatment plant for ultimate discharge to the South Branch of the Potomac River (near mile point 60.4).
Also, to accept nondomestic wastewater from Pilgrim’s Pride Hatchery, Pilgrim’s Pride Feed Mill, WV Rail Authority, Weimer Automotive Group, Alt Trucking, and Fraley Funeral Home.
Also, to operate and maintain disposal systems, best management practices, and the nine (9) minimum controls for the direct discharge of sanitary wastewater and storm water from Combined Sewer Overflow (CSO) Outlets C002 and C003 to the South Fork of the Potomac River. These outlets are to discharge only when the hydraulic capacity of the collection system is exceeded during wet weather events. Tier 1 protection shall be afforded for the uses specified in 47 CSR 2 for the CSO outfall through implementation of the facility’s CSO Long-Term Control Plan.

On the basis of review of the application, the “Water Pollution Control Act (Chapter 22, Article 11-8(a)),” and the “West Virginia Legislative Rules,” the State of West Virginia will act on the above application.
Any interested person may submit written comments on the draft permit and may request a public hearing by addressing such to the Director of the Division of Water and Waste Management within 30 days of the date of the public notice. Such comments or requests should be addressed to:

The public comment period begins June 03, 2026 and ends July 03, 2026.
Comments received within this period will be considered prior to acting on the permit application. Correspondence should include the name, address and the telephone number of the writer and a concise statement of the nature of the issues raised. The Director shall hold a public hearing whenever a finding is made, on the basis of requests, that there is a significant degree of public interest on issues relevant to the Draft Permit(s). Interested persons may contact the public information office to obtain further information.
